It doesn't matter which political party is elected to govern. The fact is that the flaw is in the system - in the philosophy - in the rules - imposed on governance in Quebec.
Has it always been that way?

is that YOU - the individual taxpayer - are NOT the priority - in fact YOU -
the individual taxpayer - are not even mentionned -

The Code of ethics and conduct of the Members of the National Assembly (S.Q. 2010, c. 30 (PDF, 1 Mb) was unanimously adopted by the National Assembly on December 3, 2010. The provisions contained in the Code began to gradually come into force on December 8, 2010, however, all sections of the Code must be in force by January 1, 2012.
